Chicken just wont stop

I have a total of 5 chickens and the problem is with 2 of them, they both want to lay eggs in the exact same spot which is a bundle of hay, the one will just scream and scream until its done and then the other chicken will do the same, it's a never ending loop.
There is multiple spots for egg laying and it hasn't fixed anything.
Any thoughts?

Do they have regular nests?
Put some fake eggs in those.
Do they free range?
