Ok so I’m new to raising chickens. And my chicken went broody on April 2,. chicken coop was dirty and needed a deep clean. Started cleaning the surrounding and clean her side at the end. Once clean put new hay I did touch the eggs I think that was my big mistake now hen won’t even get near them. I try putting her in but she refuses. Now I know it takes 21 days to hatch. Would they still hatch without her keeping them warm?

So they would be on day 17 today? Unfortunately, without any heat at all I think they will not hatch. You can try putting them on a heating pad to keep them warm, some people have had success with that. You can also try throwing together your own quick DIY incubator (a styrofoam box or really any plastic tote will do) + a light bulb (I think 57 watt was what I used) and a cup of water to keep the humidity up. If you can get the temperature right, they may still have a chance.
