Chicken losing feathers around neck

Is this just molting? She is about 1.5 years old and has been slowly losing these feathers since about September. It’s getting progressively more featherless. Any help is appreciated!

She seems to be acting completely normal. Eating, laying eggs, not lethargic.

Observe other's behavior around her to see if someone is plucking the feathers out (especially during roosting).
I would also watch her to see if she's scratching herself. Make sure her crop is emptying overnight.
