There is food and water because when we were there (they were not there at the time) we gave them some.

Ah if that is the case then yes. I would leave out the missing feathers when you do though and just cite the no food/water. When it comes to investigations for abuse they only want the facts and what abuse took place. If you go into things that are not on their radar for abuse they will take you less seriously. Daily access to food and water are absolute must.
