Chicken Picked On

Hi , Would anyone know why 1 chicken would be picked on by 18 other chickens and 1 rooster. all are the same age.She seems Healthy but a little smaller. They all seem to peck her.Poor little girl

They usally peck at each other just to create there pecking order.. if she isn't attacked to badly ..she's ok.. do you have plenty of room for them..

Free range them for a few hours to the whole day. Need exercise and space
