I don't even trust hardware cloth. It is not very strong, especially for things like large determined dogs.
I'm currently in the process of reinforcing and enlarging my chicken pen. I'm using 1/2" x 1" welded wire mesh for the first 48" to prevent dog attacks, then hardware cloth above that. All of it will be secured with nails and washers rather than poultry staples, for added strength. My main predator concern is my own dogs, so you may have to plan for some other threat.
