Chicken with broken leg?

I have a small young mini modern game rooster that has been favoring one leg but eating and drinking for a week and a half. When I examined him closely yesterday his bad leg seemed much colder than his good leg. I'm not sure if I should put him out of his misery or if it might be worth seeing if he will heal this leg. I am not sure if it's broken. It is not dangling but it has no muscle tone to provide resistance as a none damaged leg. Thanks for any advice. I'm not sure if misery is the right word as he does stand on his other leg half the time. We do have a nice coop with a heat lamp but we do live in the snow. does anyone know for sure why reasons would make on leg colder than the other due to some some sort of issue/injury

No, our choice is to wait it out or :( not. We have to decide this morning as we are going out of the country in less than two hours and our 24 year old son will be left with the care of the animals. Why does it not sound broken. There is no reflex to the leg.
 
I just watched a episode of dr.pol today were a person brought in a hen with a broke leg and he took the leg brought it up to the body and taped it there to heal it. I have never seen or done this myself but I thought it might help
