Chicken with slight scissor beak

Hi everyone. When I was looking at my chickens yesterday I noticed that one of the cockerels has slight scissor beak. He is about 12 weeks old. This is surprising because I raised him from a chick and this is the first time I've noticed it. Is there anything I can do about it? Will it progressively get worse? If it was a hen I would be less concerned but I need to eventually re-home him because we aren't allowed to keep roosters where I live. However, I doubt anyone would want a deformed rooster.

It doesn't look too bad in the pictures. If it doesn't get any worse (and even if it does get a little worse) he should be able to get by just fine.
The people you are giving him to have to know that he has this condition, and they have to be willing to give him any extra care he may need. If the new owners want to keep him as a pet and not breed him or enter him in shows, I think you should be fine.
