Chicken's feather shafts not coming in right??

Hey BYC,
One of my hens is almost finished with her pre-winter molting. However it appears like something is wrong with her tail feathers. Instead of the shafts breaking and the feathers coming out, the shafts have not broken and have been 5 inch long porcupine quills for about 2 weeks, without the feathers emerging. The most that the feathers come out is 1/2 an inch at the top of the shaft.
Should I do something, or is this ok? I cant remember it happening to any of my hens before.

Could it be possible that she's getting pecked?
