Chickens in Pullman, WA

Does anyone live in Pullman, Wa & have chickens? I know you have to apply for a permit from the city by sending a letter stating you have a 10,000 sq foot lot, 2,000 sq ft land per bird, & coop will be min. of 20 ft from property lines. Has anyon done this & what was the outcome, were you successful?
