Yea that's not molting.. feather "degradation" when molting usually starts around the "upper butt bump" area... that poor lil thing is getting picked on, sorry man but you need to expand a little, perching areas, especially with dividers would work great. Not the end of the world... even more free ranging time would really help (4-6 hours if you can).
Mine use to pick at each other a lot at "bedtime". Solved it by playing hawks videos on my phone when they would be acting up in the coop. Everyone got quiet and stopped being hens-bully really quick. Little a-hole-ish but worked
