Chicks on or off the Starter?

I have 17 13 week-old chickens. What week am/was I suppose to take them off Starter? Is it safe to give them Layer after the Starter? Everywhere I look seems to say something different. Thanks!

I keep mine on start and grow until they are around 18 weeks and then switch them to layer. It does not need to be a gradual switch.
 
Chicks would normally stay on starter for 18 weeks and then go to Layer Feed. Ours go out to our yard pen at 8 weeks at the oldest at which time they go on layer feed. We have switched ours at 4 weeks at the earliest and still no problems. But they also get other things such as popcorn and veggies and such.
