At what point should I be concerned? The first one to hatch is nipping at toes, downfeathers, etc. I’m a first-time Hatcher.

Take them out as they hatch. I always did and had no problems with them fluffing up in a brooder. You'll read all over here to wait but its not necessary they do just fine
 
A bit of pecking is normal, and being that little they don't really have it in them yet to cause aggressive damage. They're more testing things out at that point... Kind of like a toddler poking his brothers nose and saying "what dis?" lol.. I always like to watch mine explore..:)
