Clipping Guinea Fowl Wings - HOW?

Animal Control in Charles County, MD is harassing me. I need to clip the wings of my guinea fowl to prevent them from jumping the 4' fence I have around my seven acres in a zoned agricultural area. Please don't tell me it can't be done. It must be done. I'd like them to free range because they have eliminated the ticks from my property.

This link is for clipping chicken wings but it is the same for guineas. You do have to repeat it after every molt.

Hello! I know this thread is kind of old, but I'd like to know if the clipping is an effective method to prevent the guinea fowls from flying. I want to let them totally free in a huge yard, which is uncovered, so I need to know if there are any chances for them to fly after the clipping sesion.
I'd like some answers from personal experience. Thank you!
