Clipping wings didn't work

So, trying to keep my girls in my yard. And out of my fenced in garden. There's nothing in the garden now, but come spring, I want to grow stuff without their interference. I caught the girls who could fly (well, all but one) and clipped their wings. Lot of good that did. One flies into my tree and flies over to check out the neighbor's yard. She's isn't destructive, but I don't want her hurt. Her "sister" tends to want to do it, too.

A small fence charger and wire placed at the top of the fence should work most of the time. eventually, they will not want to take the risk of flying near it.
 
If you just clip one wing it may work better. I've been wondering how these electric fence netting keeps them in I would think they would just fly over it?
