Cochin pullet or cockerel, help!

Hi! I bought 2 months ago golden buff cochin pullet. The seller said that this is definitely pullet. I also searched the pictures from the web. And she really was like pullet. Now she (he) is 20 week old, behaves like pullet. Today i sent pictures to my friend and he suprised me- you have cocherel not pullet. Is it true?

This is strange, when will he begin to grow? The only sound i,ve heard from him, is panic alarm- sound like all my chicken do sometimes. I have also Faverolle cockerel who is a big boss. They have never had any quarrel, cochin is new one in the flock, but little a bit older. I always noticed, that she (now he) walked like old madame, very calm and proud. To me its ok, that he is cockerel.

As long as you have that more dominant cockerel, he may not crow, for fear of getting a thrashing from the elder boss man. Crowing is a way to verbally establish territory, and its not his territory; its the faverolle's. Same with mating. He won't do that unless he thinks he can get away with it when the Fav isn't around to catch him.
