Cochin?

Is this a blue Cochin or what? The little cockerel behind him has white skin and dark shanks, any ideas? They are part of a hoover order of what was supposed to be brown and white egg layers. 3 males and counting . It will be something getting those rooster eggs. Lol. Thanks in advance.
