Can anyone help I'm asking for a friend, he ask if he got rid of his dominant cockerel well the next Cockerell become dominant and start crowing as only one is crowing thanks any help appreciated

Yes, I'm surprised the 2nd ranking isn't crowing already.
My sister has 50 chickens and 3 roosters. All 3 crow.
How old is the 2nd ranking cockerel?
My concern would be that if he is a young cockerel he will be more physical for mating than the older experienced cockerel is and the ladies may get beat up a bit more.

Yes, it's likely.
Just went thru this, had 3 cockerels, 2 were terrors, but only 1 of them crowed, the 3rd was incredibly docile and submissive.
Got rid of the 2 terrors and within a week or so the 3rd was crowing and mounting.
He's gone now too.
