collared doves balding

Hi, I have two collared doves which are losing feathers on their head and neck. At first I thought it was just feather loss due to my budgie biting one but I have since separated them and the feathers haven't grown back and now the other one has some feather loss too. I was just wondering what the cause could be so I can fix it. Could it be a vitamin deficiency?

Could be mites/lice. When birds have been plucked long enough the feathers will not grow back. Could they be plucking each other? If this has not been going on for long it could be molt though I doubt it.
