Comb Question

I sold a rooster yesterday to a woman who was concerned about his comb freezing. He does have a tall single comb but I didn't see it as an issue because we rarely have cold winters. I'm on the eastern side of the Blue Ridge Mountains at about 1000 feet elevation. But she got me thinking. What zones have winters that put a bird like that at risk of a frostbitten comb?
 
anywhere where it gets really cold like west virginia like 10-20 degrees F (you can always get lotions,that are for chickens, that act like lip chap to chickens' combs)
