Combining ducklings

So I put my 4 wk old female pekin duckling with my 2 week old other female pekin ducklings. They eat, sleep, and drink together just fine but sometimes the oldest one pecks (nips?) at the little ones. One of the little ones pecks back sometimes but they mostly just walk away from the big one. Is this normal?
