Combs on my pullets?

My pullets are 11 weeks old, and their combs don't seem to be growing much at all. Is this a problem? I feed the Purina Flockraiser pellets and once or twice a day a handfull of scratch as a treat. I don't think that there's any malnutrition whatsoever.. Is it because they're only 11 weeks old?

Female combs vary from breed to breed and even from hen to hen. I have a few girls that my neighbor would swear are roosters

and others that have small and not all that red combs. As long as they all act healthy I wouldn't worry too much.
