Comparing two 3 week WC Black Polish Bantam

These two birds are the same age from a hatchery. Do Polish pullets/cockerels grow at the same rate? Here’s a pic of our two, one has a comb already. Does that mean it’s a cockerel or is this chick just growing differently/different pace then the other.?

It could be either situation. I would hold off on judging until 6 weeks at least. Male non-bearded Polish tend to get big, colorful wattles early on, so wait for that.
