Confused Broody Hen

I have a RIR hen who is (it seems this way anyway) constantly trying to set eggs but it being winter I didn't think it would be a good idea, I didn't want to deal with chicks in such weather. So she tried again about two weeks ago since mid february was approaching I let her keep 6 eggs then she started playing musical nest

is this normal for a young hen? should I make her her own pen with nest the next time she goes broody on me? would she be more likely to have a successful hatch that way?
 
If she is truely broody I think yes, only one nest to choose from might help her. I am now wishing one of mine would go broody again as the neighbor has some breeds I would love to add to my flock but of course now that I have eggs available non seem to want to oblige me!! when I dont have eggs well then they all want to set?!

She is definetly broody, I have trouble getting my hens to cooperate with me as well thats why I was so excited about this one...and then She tries to take turns on each nest where a new egg is lain!
