That's a boy. While it's possible for two males to live together, it is far more likely that they will fight. Since this one is already getting pecked at, be aware that this may escalate and lead to blood, injuries, and possible death.
If I add more females will it be a problem then

You never said how many quail you have to begin with. How many males/females? Are they all housed together? How big is their pen?
Currently in two separate 50 cm cages I have I believe so far 6 females 4 males I'm planning on getting 6 more this sunday I hope it's only 4 only 4 show signs like crowing and foam and I try sperate them into two boxes

It depends on how much space you have and how many places they have to hide. The more space and more places to hide the better your chances. 2 males may fight no matter what, though.
I have built them not finished yet a house outside with plants of room to run and 3 floors where they can hide

It won't hurt to try it. Keep a close eye on them and if they start to fight you'll have to separate out the extra male and do something with him, whether it's sell, give away, or cull.
