Coturnix feather development

My coturnix are two weeks old and have nearly bald bellies. They seem to be filling in gradually from the top and sides with what appear to be adult feathers. Is this normal feather development, or is something going on that shouldn't be? Their backs and wings seem fine. I keep them on pine shavings that I freshen daily, but it can get pretty caked over by the time I get home for work. Would that be a cause? I am building cages this weekend.

My chicks are filling in the same way. Most of the just got fluff on their bellies in the last couple of days; 2 still have naked spots on the belly.
 
They Are Wearing The Belly Down Off On The Shavings, It Happens From 20 Hrs Of Tearing Around The Brooder At 40 Mile An Hour Daily(as They Are The Nascar Of Poultry
