Well, there are many options.
Find a breeder, buy from a pet store, or just order eggs online and incubate them yourself.

Stellar on here has her own website, and lives in Florida (according to her website) and she sells a large variety of coturnix and button quail varieties and other gamebird, poultry and waterfowl.

But you can also simply do a google search of "Coturnix Quail for sale in ______". Well, that's how I found my quail. Hehe.

James Marie Farms. I had 100 eggs shipped to me last summer. The power went out and the hatch was lost except for 7. BUT when I popped the eggs ALL were developing. Excellent Eggs, and Robbie is a man of great character.
