Could she have lice?

(This is one of 3 hens I got yesterday)

1) What type of bird , age and weight (does the chicken seem or feel lighter or thinner than the others.)
Silkie hen, apparently hatched last spring. I don't know her weight, but she doesn't seem any lighter than her sisters. If not even the heaviest.
2) What is the behavior, exactly.
Her behavior seems normal, but while I was trying to get dirt out of her crest I noticed these tiny white ovals attached at the bottom of every feather. She's missing a lot of feathers around her vent and the few feathers that are there are poopy.
3) How long has the bird been exhibiting symptoms?
I only noticed this about an hour ago.
4) Are other birds exhibiting the same symptoms?
I looked at my other silkie hen I got yesterday and she didn't seem to have any. Only what looked like mud.
5) Is there any bleeding, injury, broken bones or other sign of trauma.
No.
6) What happened, if anything that you know of, that may have caused the situation.
No idea. It does look like the previous owners tried to treat her for leg mites becouse she's missing scales on her feet.
7) What has the bird been eating and drinking, if at all.
She's been drinking, eating chicken feed and bread soaked in water as a treat.
8) How does the poop look? Normal? Bloody? Runny? etc.
I think it looks normal.
9) What has been the treatment you have administered so far?
I haven't treated her yet, becouse I only just noticed.
10 ) What is your intent as far as treatment? For example, do you want to treat completely yourself, or do you need help in stabilizing the bird til you can get to a vet?
I probably will try to treat her mymyself she has them, but it might be hard to get some products becouse I'm from Europe.
11) If you have a picture of the wound or condition, please post it. It may help.

I didn't see them anywhere on her neck or back. Only the top of her head.
12) Describe the housing/bedding in use
They live in a wooden coop. Bedding is wood shavings. They can go outside in their enclosure all day, but this hen has not settled in quite yet and prefers to sit in the nest box all day.

That may be lice eggs. Look for beige to tan fast moving bugs with 6 legs on the skin. If lice are seen use Permethrin garden dust once and again in 10 days to get newly hatched ones. Bedding in coop will also need to be removed and coop treated to get any there. Here is some reading and pictures about lice:
