I started incubating my eggs on Sunday 07/29 at 8pm. So does that mean that day 21 begins Sunday 08/19 at 8pm? Which in turn would mean lock down would begin tonight at 8pm?

Sounds like a stupid question, I know, but it's my first incubation and I'm terrified I'm really going to screw something up!

By the conventional method of counting, today is day 18 and you can put them into lockdown anytime today.
 
Yes you are correct :) As R2elk says anytime today for lockdown. It’s not essential to lockdown at 8pm on the dot as technically by day 14 the eggs should not need turning as the chick should be fully formed with all its parts in the right place which the turning is most vital for. Most stick to day 18 as a matter of course as it’s easier to stop turning and put the humidity up all in one go.
