I purchased rare chickens and there were 5 seemingly identical chicks with chipmunk stripes. As they grew 3 of them developed crests and two did not. I think the 3 crested ones are Cream Legbars (though I am open to correction) but are the other two also Cream Legbars? The first two photos are of the non crested and third of the crested.

The first ones could be Wellsummer. Where did you get them? Many of the hatchery “rare breeds“ are not really that rare.😊
I bought from Meyer. You all have been so patient and helpful with my questions. :) I’m happy whatever they are I just can’t find articles on whether CL are ALL crested or whether some may not have crests. They look so similar, except for the crests.

The ones they sell at Meyer and probably most places in the US are crested.
Meyer also has Olive Eggers in their "rare" breed assortment some of which are cream legbar/welsummer crosses. These are crested, too. 😊
Here is the extensive list from their website:

Possible breeds include: Mottled Ancona, Barnevelder, Blue (BBS) Andalusian, Blue (BBS) Laced Red Wyandotte, Dominique, Black Jersey Giant, Light and Dark Brahmas, Silver Spangled Hamburg, Speckled Sussex, Silver Spangled Spitzhauben Appenzeller, Buckeye, Buff Chantecler, Black Sumatra, Patridge, White and Blue (BBS) Cochin, Silver Laced, White Crested Blue (BBS), White Crested Black, Blue (BB), Buff Laced and Golden Laced Polish, Black Copper, Blue Splash, Golden Cuckoo, Blue Birchen, Blue Copper, and Cuckoo Marans, Salmon Faverolles, Welsummer, Exchequer Leghorn, White Sultan, Blue (BBS) Ameraucana, Blue (BBS), Jubilee, Black Split and Lavender Orpingtons, Heritage Barred and Silver Penciled Plymouth Rock, Mottled Houdan, Lakeshore Eggers, Green Queens, Silver Gray Dorking, Cream and Frost White Legbar, Swedish Flower, Egyptian Fayoumis, Olive Eggers, Partridge Penedesenca, Black Jersey Giant, Columbian and Blue (BBS) Laced Red Wyandottes, Steele Eggers and others as they are added to our rare breed offerings. Different colors of the same breed will be counted as separate varieties.

I just got two cream legbars in my recent batch of chicks. They are starting to develop their crests and are just so darn cute! One is rather skittish and the other is very friendly and likes to sit in my hand. Your uncrested ones look to have slightly bigger combs? I would lean toward olive eggers or a mix on those. They're all very pretty, and you'll get some lovely eggs some day.
