We bought a couple chickens from a feed store that were said to be pullets. This is I believe a amber white and this morning I caught her/him crowing. From what I can tell she looks like a hen, but I'm no expert. She's about 3 months old. If she is truly a hen any way to stop her from crowing? Our city has a no rooster policy and I assume crowing hens fall under the same category.

I've had hens that did their best rooster crowing impressions, so it may depend on what you're hearing. If it's the traditional, full on rooster crowing, that isn't a female. If it's something "like" it but not actually, it could be female. In looking at the pics, I can't see the feathers that I *think* I would see on a cockerel...but it could be me.

And I had a hen once who vocalized her greeting & excitement at seeing me with a piercing shriek-crowing-ish-scream-bloody-murder kind of sound that would have brought neighbors, police & code enforcement down in a heartbeat. After I got used to it, I could prevent it or stop it in mid scream! But omg it was some kind of crazy sound!

I wouldn't hold out hope if it's crowing but it's a poor crow. Cockerels take a while to get their big boy crow down.
Also wouldn't be worried about lack of hackle and saddle feathers. Hes 3 months thats pretty you for those most don't get them until 4 months old or so.
