No idea on age she came with the house when we bought it

Is it stuck on poop/urates?

I think I'd try washing in a dandruff shampoo and see if that helps remove the crusts. Hard to tell if there may be a wound under there or not.

Is there a bad odor at all? What's her overall behavior - does she seem sick or lethargic?

A lot came off in a bath but still a lot on there.

Atm she is a bit wobbly on her legs and stands with no neck / tail down sometimes

Work on hydration, check to make sure her crop is emptying. You can add electrolytes or vitamins to her water to see if that helps.
