Curious question about that thing roosters do...

I recently added a beautidul barred roo to my flock of 14 hens...and they LOVE him! They groom him, walk under him, and fight to stand next to him!! I didnt expect this sort of behavior. I guess I thought they would be shy or something. Anyhow the lowest on the pecking order must have "been in the mood", she was following him around everywhere, turning around and squatting in front of him!! He wouldnt get on her. It was heart breaking! Hahahaha she was denied.

So anyone every witness this? Does he not want to mount her because shes the lowest on the pecking order?
 
I would say no. Roosters for whatever reason will from time to time not mount when a hen submits. But be rest assured she will eventually get her wish.
 
I've yet to see a pullet/hen be the initiator.
