Day 21 Found out my chick passed in the egg - slightly graphic

I was going to title my post is the egg still alive , but I couldn't see it move for the past 4 days when candling, so I decided it was dead. 4 days ago I couldn't see it move and the veins just below the air cell were lighter instead of darker. Today, day 21, no movement and a pretty clear space just under the air cell with dark bumpy outline of the chick under that. Inside was a fully formed chick and it was starting to smell.
Just sharing what I learned.
 
The one that had pipped Thursday night was dead when I intervened.

One hatched late yesterday. I had to help it and it's not fluffing up. Any thought's?

I candled the 14 remaining eggs. I could clearly see live babies, but nothing has hatched in 12 hours.

I put the eggs in on April 10th. We are at day 23. These eggs were shipped.

Should I put a hole in the shell of the egg cell if I find any movement? Do I need a hand held drill to do this?

These are ermine ameraucana eggs. So I want to try anything to help.
 
When you candle the eggs do you see the beak sticking into the air cell? Maybe play some baby chick sounds to help encourage them. I wish you the best with your hatch.
