Day 21 on hatching coturnix eggs

Looking for advice. It’s day 21 and nothing.
I did a float test and the eggs are rocking. Should I wait it out or should I help them.

I wouldn't ever recommend doing the float test. Candle them instead, or tap them and listen for a pewpew/tap back.
My coturnix usually hatch day 17 and 18, I've only ever had one or two hatch on day 19/20.
What incubator are you using, is it too low temperature?
What humidity are you using for lockdown?
I always turn my incubator off on the morning of day 21.
