Day 22 and still nothing

This is day 22 in my incubator and I have not seen anything happening. They went into lock down on day 18 like normal, nothing disturbing them. I will say that the temperature in there has been a little low, ranging from 95-98 normally, but the humidity has been right. How long should I give it before I give up?
 
I would candle an egg or two....to see if there is life or movement....veins...or anything..
When you say temperature has been low....has that been through the entire incubation period...?
or just during lock down...?
 
Pretty much the whole time. The incubater is too sensitive so that was the closest I could get for 99 without it jumping to to 110.

ETA: I candled before they went into lock down and at least 5 that I was sure were alive. All of the other ones were dark in the pictures that show a full grown chick, but I was not positive if they were moving or not, so I left them in there just in case.

That is such a low temperature.......they say one degree off one way or the other makes a big difference....
Hopefully more people with more knowledge will see your post and be more helpful than I am...
If it were me....I might wait another 2 or 3 days....
I believe the lower the temperature is during incubation.....the more time it takes for chicks to hatch...
Higher temps... makes them hatch to soon...

Ok, so thinking about this I realized that I read the temp wrong. It has been around 96-98 the whole time. The entire time I've been looking at that temp thing today, I was reading the lines wrong...this week has been way too long and its messing with me. However, it has been steady the whole time. I think I might give it until Sunday or Monday before I toss it. Also, I don't know if my eyes are just playing tricks with me, but the more I stare at them the more it looks like some are wiggling a little bit.
 
That is awfully low, but if they are alive it probably slowed development down, so expect late hatchers! I hope they are wiggling too.
