day 23 help! egg wriggling but not piped!

hi, my broody was sitting on eggs but once 2 hatched left the rest. she was off the eggs for about 1 day. so when i found them they were stone cold.
i immediately put them under my other broody hen (who is a great mum). unfortunately my leg bar that piped died, however my cochin x polish hatched. so she had 1 legbar x polish and 3 polish eggs left. i brought them home and put the in the incubator. 2 our of the 3 polish died with no piping and the legbar died (no piping)
i have one polish left. it has been wriggling in the egg since yesterday but no pip (internal or external). the air sac is very small aswel.
this egg is on about day 23-24.
what should i do? i've never had this problem with a broody. normally all my eggs hatch under them no problem.
should i intervene or leave it be?

Make a safety hole in the aircell area so it won't suffocate.
 
i made a tiny little whole in the air sac and there was a little bit of blood so i stopped and put the egg back into the incubator.
Okay, a little bit of blood is okay, if it's a rushing amount then it's doomed. So he should be fine.
