Day 23 late bloomer

I'm incubating 6 shipped eggs and 3 chicks hatched on day 20. When I did the day 18 candle one embryo was not yet filling the entire egg. It is now Day 23 and the entire egg is dark but I'm not sure the little guy is alive...any way to tell? When should I shut it down?
