I want to decrease the protein in my ducklings feed from about 19% to 16-17% but I'm not sure what the ratio of rolled oats to feed should be?

For every 10 parts (by weight) of feed 1 part of oats (by weight) would give you about 17%, I believe.
But, if you are doing this to prevent angel wing I wouldn’t. I personally think angel wing is more from lack of exercise while growing. I have had issues with it each time I had a singleton duckling since they didn’t move much. Couch potato ducklings do not have the muscle strength to hold up their wings properly. I was able “fix” each of mine by early wrapping the wing and increasing exercise.

I've fed duck food to my chickens when they are molting to get higher protein without messing up the ratio of amino acids, trace minerals, and such.

Chick feed or all flock should work as well for ducks for the same reasons - better than rolled oats. It wouldn't hurt to compare the labels - I don't know how uniform different brands of duck feed are.

I don't know enough about duck nutrition to give an opinion about feeding ducks lower protein.
