Dickeys Incubator Problem

Hello everyone i have found alot of useful info on the site i am borrowing a dickeys incubator right now and having trouble using it i cant seem to get it to go over 97 degrees no matter what i do i turned it wide open and still wont rise over 97 just curious if im doing something wrong or can someone explain to me how to do ti thnks in advance
