Didn't know where to put this.... Tailless chick???

We have a little one week old partridge rock chick and her wings are teeny tiny and there is no sign of a tail whatsoever...
Is this normal for this breed?
Any information on why they are so small... we got her along with a New Hampshire and "Paulette's" (can't help the name... kids!!!!) wings and tail are coming in nicely.

I will post a pic if you feel I need to do so.
 
A picture would probably be helpful. I have several "week old" chicks that do not have tail feathers coming in yet... and they are all pullets (so they say). Some breeds might just feather later than others.
 
This one is from a few days ago... (the other chick is supposed to be a New Hampshire... does she look like it? I question this because they are TSC chicks.)

She is absolutely a sweetheart...
My daughter is determined that they need diapers as they are going to be "inside" chickens and live in her room.... LOL

I hope someone has an idea why her wings are so small and there are no tail feathers coming in.
 
what do you think about this....pullets feather first ....boys are slower to get tail feathers
 
hhmm...if you are certain they are the same age it could be a male, but then again like fshinggirl said some breed feather later, I know we have some ameraucanas that are feathering out much slower than their hatch mates, but I was kind of guessing they might me males....only time will tell!
 
I'm still going to hope for pullet since it was from a "pullet" bin... LOL
I just don't remember any of the other chicks we have gotten to not have tails at a week old....
