Dirty feathers

So I had what I am sure was a boutique of feather lice. I have been dipping them in permethrin and have sprayed the coop twice now. I still had the one chicken that still seems to have dirty looking feathers. Is it possible she is just not grooming herself as well? I don't see any crawlies but her feathers look the same as when we started treatment. All other chickens look wonderful and healthy, behave normally (lay regularly, eat enough, etc) so idk if I should continue dipping/treatment or not. Her feathers look like she has dandruff stuck to them. I have another chicken that is missing feathers at the very top of her neck but I'm pretty sure she is molting. I was given her so I don't know her age but my other chickens are 6 and 12 months old and again look wonderfully healthy.

Is it just dirty feathers or should I continue treatment?
 
If she had lice you could see them. The feathers can be a little ratty in molting season. It is possible they are not improving because you keep dipping them.
