dirty legs

My 4 year old rooster had what I thought was scaly leg mites, so I cleaned/sanitized and dunked the entire flock in mineral oil every 5 days for 4 times. I assumed that would fix it, and it should have, but I know that it takes awhile for new scales to come in. In the meantime, everyone's legs look clean except the rooster.

His legs look like the oil has dirt in it all around every scale. Also, his legs are pretty red--like hormone red but could be something else? I'm not able to get pictures at this time (using work computer since mine is down at home). I haven't bathed him since the first application of oil, so I guess I should do that first and then grease him up again? Should I do the whole flock again? I have 17 birds, from 3 months old up to 4 years or so. Some are going off to colder regions in a month or so, so do these too or wait until after they're gone?

My coop is wood with linoleum floor covered with pine bedding/horse pellets. They come out when the pop door opens and rarely go back in until closing time unless to lay. My older hens are about spent at 3 years + old and some new pullets are just coming into lay.

As you can see, it looks like the scales are outlined with dirt. Is this dirt sticking to the oil (not likely--it should have worn off by now) or do I need to scrub him and use vaseline or castor oil? His legs are also pretty red which, from my reading, means he's hormonal but seems like he's always red. And, at 4, isn't he kinda old to still be that hormonal?
 
Anyone? Do I need to treat more for scaly leg? or is this something else? Surely it's not normal?
