Do Button quail hibernate In cool temperatures While Developing in The egg?

So,I know I have said this many times before but my dad was getting a 70 gallon tank for my turtle so we could move The quail into the turtle's old tank. The people gave us 12 other button quail eggs with the tank,but they were sitting in a garage at 60 degrees F not being turned. I candled them today,but they did not look 2 weeks old at all. They looked 3-4 days old. I am hoping that they were just hibernating and did not die.

They stay viable for usually 7-10 days. Then they arnt fertile anymore

If they look like that they are dead. 60 degrees will not start the embryo. They may have a broody hen that tried to sit on the eggs but stopped after a few days. Pretty sure those eggs are toast. If not, and you've had them in an incubator (since you got them after they were two weeks old) they should be hatching by 18th -19th. My suggestion is start over and make sure you know exactly how old the eggs are.
 
I have Been Incubating them for 7 days in a Rcom,Thank you for reply and When They may hatch (If They Are Not Toast),and I may start Over if these Little guys Don't Hatch.
