My pekin has been laying down really low when i walk up to her. Does that mean shes about to start laying eggs? Or is she just being odd

It means the desire to breed - whether eggs are imminent or not.

Yes, she's showing sexual maturity and being shall we say receptive. You may also notice when petting her she may begin excretes a clear to slightly whitish fluid....again, a sign of sexual receptivity. Don't panic
