If my girls are cooped up at night, do they need access to food and water in there? Do I need to also put food and water out in the run?

Nope. Now if they are not let out of the coop housing until late, you might put water in there. I do keep both available in both places, but many do one or the other, for different reasons (heat/cold/space issues/pest issues).

They won't eat at night, but it's best to keep the feed and water inside in case they can't go out for any reason

My water is outside my food is in (at least for now) One thing about leaving your food out, any kind of varmit that can get into your run, will be eating the feed too.
