I can't imagine what could be going on with Noodles, it sure looks like it could be a niacin deficiency but if you have been giving her Liquid B Complex and it isn't helping I don't know. Your giving 1ml daily. Could it be a birth defect? I'd keep up with the B complex and swim therapy. @HollowOfWisps has hookbills maybe she'll see this tag.

I got to see it and to me it looked like what one of my normal drakes would do. Yours however is not a drake and mine was just being lazy. I hope someone on here can give you some advice on what to give it.
