do i need a permit to raise quail and chukar in georgia and does anybody sell quail and chukar near macon georgia

You do not need a permit to raise Coturnix quail anywhere in the US. If you chose to raise any of the native species such as Bobwhites, Gambels, California, Blue Scale, etc...yes you need a permit

I am not 100% sure about Chukar. But you might have too. Contact your local Fish and Wildlife service about this one.
