first i have 15 hens and 1 rooster. i was thinking about getting 8 more hens and 1 more rooster. do i need another rooster. i have no idea how old my current rooster is.

You don't NEED another rooster. If you WANT another rooster, you would have plenty of hens to go around, so go for it.
If you want to ensure fertile eggs, you want one rooster per 8-10 hens.

well i could use a rooster even now considering i have 15 hens.
If you want another. You have the girls to keep another happy.
If you have one rooster for 15 hens, or even one rooster for 23 hens, the worst thing that will happen is that you get some eggs that aren't fertile if he can't keep up with them all.
Totally dependent on if you want another one, and if you need fertile eggs. It's a choice to get another one, not a necessity.

i havent decided that i want to incubate eggs but i like having a rooster or two in case i change my mind.
Well there you go! Time to give some deserving boys a good home.
