If you are feeding a waterfowl specific starter diet, then it should have enough. Double check your feed label. If you are feeding a generic poultry feed, then it usually requires supplementation.
Bare minimum is 10mg/duck/day, but I think the recommended is 55mg/2.2lbs(1kg) feed/day so it depends on how much the duck is eating.
Usually poultry feed has about 30mg/1kg.

The food is not like special for ducks is turkey food that i gave to the pekins and the indian runners eat it too

Then you'll need to supplement. Do the math on how much Niacin is on the label and how much they're eating in a day, and then you'll know how much you need to add. The easiest is a human Niacin supplement added to their water.

I have vit B complex on the label say 2 ml in the morning after 7-8 then u can put normal water (i took it from the vet)
 
There are all flock foods that have enough niacin for smaller breed ducks. Purina Flock Raiser and Kalmbach flock maker are two. I have not had problems raising Pekins on either. I should note that my ducklings also free range.
